Error message at Google Play web site which prevents downloads.

When I try this, I receive an error message of: "You don't have any devices" Any further ideas?

When you receive this message it means that the account logged in doesn't have a device attached. To attach a device to your account, simply use that account and add it to your phone/tablet and let it run a few minutes until the servers receive the data then go to Play Store on the web and the device should be available for selection when you click Install.
