I am trying to install it on Windows 7 on PC.

Can you give simple steps on how to use it on PC? I downloaded the PC version and cannot find 'Settings' or 'Account'.

After you've installed LINE, log-in with the email and password that you've registered on your mobile and then you will be able to find Settings and Account. This is the only way to access Settings. It can be done after you've registered on mobile and then logged on PC.
