If you have problems with the registration procedure, then I recommend you to turn off your firewall. You can do it from the Control Panel. Go to Start > Control panel > System and Security > Windows Firewall. Click on Turn Windows Firewall on or off (left side) and then attempt a new registration. Additionally, this error could be cased by the server's registration module. In this case, contact the maintainer of the server to let him know about this issue.
