I am on Paltalk. Can other people see the icons if they do not have this program?

No, they can't see the icons. IconView Pro and other icons of this type work as a server - client or client - client. This means that for one to see the icons, the other one also needs to have it installed. Install or tell the other users to install the application and the icons should be visible and avaliable to use.
