In order to turn on your webcam, you need to click the Video Call button or to go to Tools > Options and to select Video Settings. If the webcam is connected and installed correctly you should see a live video stream. If the webcam is not opening, download and install the latest drivers from the developer website and check the troubleshooting guide provided by Skype.
