I'm trying to upgrade my Tecno D3 device through Settings > About Phone > System Upgrade, but it is saying that currently I'm up to date. What can I do?
If it is saying that it is updated, it means that there isn't a newer version of Android compatible with your device model. Unfortunately, you can't update the operating system to a newer version than the one you already have.
