This program is designed to transfer your photos from a Lumix camera to your PC. However, before you can view pictures that are stored on your computer, you need to import them. To do that, open the program, select Advanced > Add pictures > select the folder in which the pictures are stored, specify whether or not to add the ones that are stored in subfolders and click start. After you did this, you should have no problem in viewing your photos.
