You don't need any software to create a desktop shortcut for a specific webpage, because this feature is presented in all major browsers.
In Internet Explorer you need to right-click anywhere on the site where there is an empty space that isn't holding text or images and to select Create shortcut.
In Google Chrome, you need to go to Options > Tools and to select Create application shortcuts. After that, check the Desktop box and click Create.
In Mozilla Firefox you need to resize the window and to drag and drop the icon on the left of the address bar (where the URL is shown) on your desktop.
