The application is preventing Windows from shutting down because it needs to apply some updates first. Just fire up Task Manager (Ctrl+Shift+Escape) and force close TSS.exe then the computer will shut down. TSS is actually Toshiba Service Station. You can disable it from the Toshiba Laptop Utilities and Features.
