Please log-in with your account on Google Play Store then go to the website where you want to buy the application. You will be taken to a page where you can enter your credit card details. Make sure you have enough money on your card and the card is compatible with online purchases. After the details have been entered you will be allowed to click Pay. If everything goes well, you should receive a confirmation about your order.
