My HTC ONE X phone recently died. I have to get a new device. Once I do, will all my saved pictures be available in my KeepSafe Vault once I sync my apps to the new device?

Unfortunately no because KeepSave Vault is an offline application. It means that it does not use Cloud storage to transfer the files.
