Should this software be on my system if I didn't install it myself?

This package shouldn't be installed in your computer since it does not help you at all if you're not a software developer that is working with Intel SDK (Software Development Kit). However, if you don't have any business with it, you can remove the package from the Control Panel > Programs and Features.
