This error usually appears in two cases:
Your computer does not allow connection to the downloads server. You might need to use Windows Firewall to add the application to the exception list.
The download servers are actually not reachable because of various reasons and causes.
From your side, you can only use the first solutions because second depends entirely on the developers or server maintainers.
