The balloons move because it's possible the file structure isn't saved properly due to bugs in the application. To attempt a fix, a user needs to open the same content then he needs to save it to another file format compatible with Cohesia Balloon Tool. It might sound simple, but actually the program will use the data to save the contents to a whole new file. If you can save to another file format, then it's also possible to open the file back. However, the main file format application is using might have problems when it's saved and that's why is recommended to switch to another file format.
