Picasa is already optimized to work very fast. The built-in modules are scanning the folders at very high speed and the pictures are indexed almost instantly. However, to speed up things in Picasa and its loading time, go to Folder manager and select only the folders with the pictures not the whole computer. From the Settings menu, disable the interface effects and disable the face detection. It will make Picasa run very fast in the end.
