Yes, you can use VLC Media Player to stream content over the Internet. First, go to Media then select Stream or press CTRL + S. Add the file you want to stream and select Stream. You might need to configure additional settings in terms of port, encoder, stream URL, etc.
You can also add pictures to the streaming URL. Other clients can use the same application to watch the stream instead they need to use Media > Open Network stream.
