From what it seems, you're using a High security level in the Internet Explorer which doesn't allow you to run ActiveX controls and Java programs. To fix the issue, open the browser, and go to Tools > Internet Options > Security and click the Default Level button below Security level for this zone option. Also, press the Ctrl + Shift + Alt + Delete key combination and clear all cookies, cache and temporary Internet files. If it doesn't work, update the browser to the latest version and verify that Active Scripting, ActiveX, and Java are not blocked by an antivirus program or by a firewall. You can find the necessary documentation on your antivirus web page.

If you still have issues, update the DirectX and go to Internet Explorer Tools > Internet Options > Advanced. Locate the Use smooth scrolling entry in the Browsing category and un-check the box next to it. Another solution you can try is to disable the hardware acceleration. To do this, go to Start, type desk.cpl and press Enter. After that, click Advanced settings and move the slider from Hardware Acceleration tab to None. Check the Microsoft Support page for further information.
