Try to install the webcam just so you know it's working then leave Dell Webcam Center alone because it has no good use for you right now. After this, update Skype and when the installation is finished, start it and access the configuration options. Make sure the webcam is installed and you can use it as a preview in Skype Video Settings. If you have image, you can use it normally. However, it's not possible to have stream in DWC and Skype at the same time.
