How do I remove ID Vault pop-up message?

I'm receiving "There is a problem with accessing the list of Trusted Network Institutions. This is being updated for you. Please try again in a few minutes" message every time I start my computer. How can I get this off my screen?

In order to fix this issue, press Windows + R key combination, type msconfig in the provided field and click OK. Select the Startup tab and un-check the boxes next to ID Vault and other related utilities. Also, I recommend you upgrade the software to the latest version.
