PictureProject will not let me delete pictures.

Question

I cannot delete pictures from PictureProject (tried cut and drag to trash as well). It quits unexpectedly.

This is a bug of the application. Try running PictureProject using Administrator rights. It is possible that the application needs system resources to delete the files and since it's not allowed it blocks itself.
