QuickXpense is an old application developed by Portable Software Corporation. From what it seems, the software has been discontinued and it's no longer supported. Since the latest version is compatible only with Windows XP and below platforms, you can try to run it on your PC using the Compatibility Mode. Right click on the program icon and go to Properties > Compatibility tab. Check the Run this program in compatibility mode for box and select Windows XP from the drop-down list. Click Apply and then OK.
