Yes, CCleaner is a free of charge system optimization utility developed by Piriform. From what it seems, you installed either CCleaner Professional or CCleaner Professional Plus. Those versions of the software are shareware and you can use them free of charge if you download and install its trials. In order to fix the issue, I suggest your remove the software using its uninstaller or Add or Remove Programs feature and download and install the free version from the official web page.
