Please set the compatibility with Windows XP for the setup package and install it and then reboot the computer. After that, plug the device, use Device Manager to manually update the driver. You can find the required INF files in Program Files under the EVDO folder. Proceed with the installation even if Windows tells that the drivers are not made for the current version or are unsigned. Restart the computer again and you'll have a working USB Modem in Windows 7.
