Press Windows + R key combination, type devmgmt.msc and click OK. From the Action tab, select Scan for hardware changes and restart the computer after the process is completed. If it doesn't help, go again to Device Manager and expand Universal Serial Bus controllers. Right-click the USB Root Hub, select Properties and click the Power Management tab.
