Check your memory usage. Most likely low memory is causing this slow issue.

This is due to Low Availability of RAM...
Check for System Requirements.

On a slow computer, this process takes a couple of minutes but you will be surprised to find out that this happens on fast computers, as well. It's happening because Photoshop needs to load all the libraries and modules which are in form of DLL files. Once this process completes, Photoshop will run just fine.
