The application features its own uninstaller. The easiest way is to install it again using the setup package then go to Control Panel > Add or Remove programs. You will find ActionVoIP in that list.
If you still encounter issues, try using Revo Uninstaller. Even if it can't uninstall the application normally, it will force it to uninstall by wiping out all traces of its presence from the system.
