Install the application for the modem and restart the PC. Then right click Computer and select Properties. Access the Device Manager from the left menu and right click the modem. Choose Update Driver and follow the instructions by pointing it to the installation folder in Program Files. Select the INF file from that folder and modem should install normally. You can ignore Windows alerts regarding driver signing.
