How to solve d3dx9-27.dll missing file issue?

I deleted all the files and I start all over again. Now, I can't do anything because Windows is missing a lot of files like d3dx9-27.dll. I have no idea how to fix this problem. Can you help?

In order to fix this issue, you will need to upgrade the DirectX to the latest version. Also, go to Start, type cmd and open the application using Administrator rights. After that, type sfc /scannow and hit the Enter key. Wait until the process is finished and follow the provided instructions. Also, you can run Dll-Files Fixer which is developed to fix all major .dll related problems.

D3dx9.dll-27 is a component of Direct-X, which is primarily responsible for displaying 3D videos and graphics and is commonly used for games and CAD programs. Direct-X was originally created by Microsoft to manage graphics and sound on systems, but now the games and programs are also included.
When the dll missing errors associated with DirectX occur, you can download the latest DirectX End-User Runtime to deal with the problem.
If other system files also get missing, run the System File Checker to scan and repair the damaged system files.
