Video call on Windows Live Messenger.

I need help with video call and voice chat on my Windows Live Messenger. Can you help?

What do you need help with? Setting it up, running it, knowing where to find it?

when i use voice chat or vidio call there is no sound come out and sometimes i can hear the others but they cant hear me...what do u think the trouble is? thanks

As you can see on the official web page, Windows Live Messenger was retired in April 2013 and is no longer supported on most Mac and Windows operating systems. It has been replaced by Skype. In order to use the video call and voice chat features of Skype, I recommend you check the Calling and Video Calling sections from the official Support page.
