In order to solve the ping problem, press Alt + Ctrl + Delete key combination, open Task Manager and close all unnecessary programs (web browsers, instant messenger, etc.) that may use your Internet bandwidth. After that, launch the game and press the ~ key to enter in the game console. Type \cl_maxpackets 100, press Enter, type \pb_sleep 500, hit Enter and type \pb_writecfg and press the Enter key again. Also, make sure you're joining to servers with low ping.
