JAF stands for JavaBeans Activation Framework and it has been developed by Oracle to work with their products. It doesn't have anything to do with phones. You can read more about it on the official page provided by Oracle.
However, on a second thought, there is also an unlocking software called JAF BOX. This uses a 3rd party hardware box and software to access protected areas of phone to unlock them. You can read more about it on the official page.
