Can it control all functions of the shared computer? Can it change the computer settings and stop running programs?

Yes you can. You will see their desktop and do everything the other user can do.

Yes, TeamViewer can control all functions of the shared computer. Using this application you can change the settings of the computer or close programs that are running.
