The Dell Webcam Center is a product that contains a lot of errors. If the webcam encounters an error then the software will act like it was never installed without the possibility to perform diagnostics. My opinion is that it doesn't detect your camera even if it's installed correctly. For this operation, go to Device Manager (Start > Run > devmgmt.msc) and locate the camera. Right click it, select uninstall, reboot the computer, install the drivers again and start Dell Webcam Center and it should work. This is more like a reset operation for DWC.
