In most cases, "Bluetooth license file not found" is an error caused by corrupted registry entries. Here is what you can do. First, try performing a clean boot and check by opening the System Configuration tool. In order to do that, go to Start and Run, type msconfig and hit OK. From the newly opened interface, go to the General tab and deselect "Load startup items". Go to "Services" also, select "Hide all Microsoft Services" and "Disable All", hit OK and restart your computer. Start the System Configuration utility again, go to the Services tab and check the Hide all Microsoft services box, click to select half of the boxes from the Service list, hit OK and restart your system. If the problem persists, repeat these two actions and clear half of the check boxes that were first selected in the Service list. If the problem disappears, select only half of the remaining check boxes that are cleared in the Service list. Repeat these steps until you have selected all the check boxes. Do the same thing with the services listed in the Startup tab, until you determine which process is causing the error. Once you figure out the trouble, update the application to its latest version. Don't forget to restore your computer's startup type to its normal state and to restore all the initial settings. The second solution is to uninstall and reinstall your Bluetooth software.
