The bluetooth setup package installs all the necessary drivers and software and marks the service as off because (in case of laptops) the Bluetooth is opened with the wireless slider. So if you have a laptop, turn on the wireless button and then the Bluetooth will function normally. Please be aware that if the Bluetooth application is not functioning correctly, then you will notice a yellow exclamation mark over the main Bluetooth icon. In this case there is a problem with the drivers or the dongle has been removed.
