You need to log in on the web interface if you want to access the payment section. Use the homepage of Skype (Skype.com) and log-in using your credentials. On "My Account" screen click on "Buy Credit" or "Add Funds", then follow the next instructions. If a payment is successful, you will see your new funds added to your account.
