Launch Adobe Dreamweaver, create a new project and select Blank Page, HTML and [none] in the dialog box. Navigate to Insert menu, select Tables and enter the "1" value in the Rows and Columns fields. Select a border stile, its thickness and complete the other settings as you want. Click OK, navigate again to the Insert menu and select Image. Add a picture, click on it and configure its positions from the Align menu. After that, from the Edit section select Optimize and try to improve the picture quality. Type the banner text directly in the table using your keyboard and modify its format using the Properties option. If you want to add a border, select Brdr color from the Properties and if you want to add a background color select Bg color. After you finish the banner, you can save it using the Save as option.
