Despite the number of rule configurations, the server computer has access to the Internet but every other computer on the network is blocked. This is despite the log confirming that it has allowed this traffic, we still have no Internet connection. Does anyone have a clue what kind of Firewall rule configuration will work?

Try to manually configure a computer on the network to use custom IP address (from the same domain). You can use this first step to see if it works. Alternatively, configure Optus to allow computer to use HTTP connections. Most likely, the HTTP connections are blocked for all computers.
