Block third party to hack onto computer

How can I block the third party to hack into my computer via Internet or network? I have turned off network.

Whenever you are connected to the Internet, you are exposed to hacking attacks, viruses, spyware and other malicious activities. To protect your computer, it is recommended to use an up-to-date fully-featured antivirus and avoid interacting with any potential dangerous application or website. Do not visit high-risk websites or open any suspicious file. Keep your passwords secret and don't share confidential information on the internet. Try to use the latest versions of your computer applications, because an old version of an application is more likely to be hacked than a new one. To add extra protection to your computer, it is recommended to create a whitelist. This is a list of program that are allowed to run on your computer. In order to create it, go to Start, All Programs, Accessories, System Tools and Task Scheduler(or Scheduled Tasks for Windows XP) and complete the wizard-based interface. The programs from this list will run at a certain hour, preestablished by you.
