A Boot CD is actually an installation disc that is required to install an operating system. From Windows Vista or higher you can create a boot CD or a recovery CD from within the operating system's options.

In other situations, a boot CD allows you to repair the installation or perform additional hard disk operations and everything that is related to the operated system that is installed.
