I use Internet Explorer and Google Chrome. I did the Malwarebytes and Norton 360 full system scans, I cleared the cache and browsing history, I cleaned the home pages and got rid of Snap.do searches from the browsers, I got rid of Delta Toolbar & Browser protect & Delta applications but the Snap.Do Engine defies my attempts to uninstall it from the Windows 7 control panel.

If you have tried everything but to no avail, I recommend you use a tool like ADWCleaner. This application specifically designed to remove toolbars and content related to their activity. Another solution is to use GMER, an anti-rootkit that scans the Kernel fingerprint to applications that embed themselves.
