Although IDM has the resume support capability it doesn't mean that it will always work. IDM downloads files and packages based on the server settings from where you download. Also, the resume option is configured server-side which means that if it's disabled from the server, you will need to keep the connection (download) active until the file finishes or you will need to start again.
