In case Internet Explorer does not start you can take some steps to fix it. You can reset its options from the Internet Options from Control panel, install a new version (upgrade to 7,9,10) or perform a new installation of the operating system if you run out of solutions.
In many cases, Internet Explorer is bound with the operating system and the only way to fix it is to re-install it.
