How to restart my ZTE Android mobile device from my PC?

Please install Android SDK Tools using default options. Once the installation is finished, open a Command Prompt and type adb shell. If the correct drivers for the phone are installed and the phone is attached to the computer, proceed and type adb reboot and the phone will reboot. Also, make sure that USB Debugging is enabled. It's an option you can find in Developer options/Applications.

well you can have mini-sdk and inside mini-sdk folder click shift+right button. select command prompt and type adb shell enter. Then type reboot, your android device will reboot. you should have your device connected, usb debugging enabled and drivers installed.
