How can I open any .exe file on iPad 2?

I need step by step instructions.

iPads use iOS as their operating system and the executable packages have IPA as the file format. EXE belongs to Windows and it will never work on any iPads or iPhones.

Well… .ipa is the format but I can’t seem to run it
