Java is a technology embedded into most of the phones released on the market. If an application is not working, don't assume that is Java's fault. Instead, try to check for compatibility of that specific program because sometimes having Java feature support and an application is not enough. Anyway, you can't install Java or any sort of a DLL file in a phone because it's not possible.
