From what I understand you want to forward calls you receive on your PC to cellphone. There are many services you can use but I would like to recommend Skype Call Forwarding. This is a paid service offered by Skype. Beside the actual username you will need to create, Skype also hands you your own number where you can be reached for call forwarding. This can be set up using the Skype client.
