SyncThru is from Samsung printers. It allows you to control printing operations from a web browser. The web service provides additional functionality just in case you don't have the actual software installed. If you don't use it, you can remove it, but please be aware that it might be something important for your printer. In this case if you remove it, you may face issues related to your printer.
