Instagram application is available for iOS 4.3+ and Android 2.2+ and since your device does not have any of these operating systems, then you can't install it.
I think a nintendo DSi should be able to get instagram. But my answer is the same thing as Helen Smith.
saddly it does not you either need to use a phone or laptop but with laptop you cant accept followings

You can get online on your dsi and get on and instagram site.You can get on Instagrin which is a online instagram site.But,you can not upload pictures to Instagram.
