Is there a Sony Playstation emulator out there that will allow me to play PSX games on my 3DS equiped with a R4 hack card?

I am afraid you can't. Although the PSX had low specs and the Nintendo 3DS is clocked to 800 MHz speed which makes it somewhat eligible for emulating you will need graphic processing power that is not available as needed.

I used psx emulator on my pc with about 500 mhz, and it only needed to be rendered as 384x288 or similar (i don't know yet the native resolution for the 3ds) and it should be fine. The main thing is when will the 3ds hacked to run user programmed games, like emulator, not only for the DS mode. If you wanna play psx games get a psp, it can run most of the psx games on the run :)
